The guys picking up recycling or other items constantly leave items behind regardless of how neatly it is placed outside. I put out a cardboard box with cut up cardboard and brown bag for recycling and they left it behind. It would have made no difference if the items where in the blue bin or not. The people in the office may be very nice but I would have no idea as they are unreachable. You can call and call and no one picks up the phone.
