This place was so much better when Supreme Forest was operating it. They had mulch and everything. The guy that works there now yelled at me for pulling forward after writing my permit number down without so much as signaling to me that he wanted me to roll my window down. Very rude. Not to mention that it keeps getting more expensive for a permit every year despite the service getting worse. It's $50 for a truck now.
Another great service by the town of West Hartford. For a $20 annual permit you can drop off most recyclables including paper, cardboard, allowable plastics, but you can also drop off paint, small appliances, electronics, metal and some textiles.
I also understand that you can pick up free mulch and wood chips.
It has limited hours and you have to get there 15 minutes before the closing time. Otherwise they won't let you in.
Staff has always been friendly.
If you don't have a permit, you can buy one online with a credit card at any time and it probably takes less than 10 minutes using your smartphone with access to the internet.
The lady that works here who answers the phone is very rude. You’re better off not calling and asking a simple question. She honestly should not have this position and is not a good fit by any means. She is not a good representation of this town. She is not pleasant and talks to people who lived in this town for over 20 years poorly.
Compost is now run through a grinder, removing most of the old bonus "finds" like tennis balls, winter mittens and gloves, dog toys, and bits of rope and plastic. Alas, the hours are not convenient if you want to stop by in the later afternoon: 8 to 3 Monday through Friday, and Saturday from 7 to noon. And the last entry is 15 minutes before those closing times.
If you'd like to take things here, call ahead to make sure they'll take them! They don't take PVC pipe or plastic.

Tidy, well-run operation. Offers WH residents drop-off for leaves, scrap metal, electronics and free pick-up of compost and sand. Hours are limited but sensible.
