What has river city not helped new as they've got me in from the locked out car. They had done battery starts for me. They're bringing gas worked really well with insurance companies, and they're always real timely, and never keep you waiting too long. High quality equipment, friendly professional staff.
Very dedicated to attention to detail and customer satisfactionJan 02, 2026 -
Trashy and unprofessional. Extremely dirty asked me to hand over 450 cash without a receipt. My car smelled terrible afterwards. Avoid this company at all costs. If your car is towed ask for a receipt and get it inspected for damages!

Cowards towed my car under the cover of darkness on a technicality knowing that I was a new tenant, charged my $400 to get it back around 8 hours later, and then sent a person from a completely different company to meet me.

Predatory towing company, came into my apartment complex and towed my car without being called. They just drive around and tow people, take cash only, and you get no receipt, so there is no real proof they took it.

I called this tow company last night to report a car that keep’s parking in the handicapped spot in front of my apt and the car is still here in the same spot. I work for a tow company too. Why are they this lazy?

This business they only operate with cash only cash. I called this company to recover my truck and they tell me they don’t accept money order debit card credit card only cash. What does that means? They don’t report the money that you paying to them I know how business operate I own a business And I provide a receipt for every transaction in my business. Don’t provide any receipt for the money that you pay to them what kind of business is this.

I had an extremely frustrating and suspicious experience with this towing company. My car was towed even though I had my hazard lights on, clearly indicating a temporary situation. When I finally located where my vehicle had been taken, I was told it would cost $500 to retrieve it—by appointment only, cash only, at a sketchy, unmarked lot that felt anything but legitimate.
When I got my car back, I immediately noticed alignment issues and other mechanical problems that were absolutely not there prior to the tow. It was clear the car had been mishandled during the towing or while in their possession.
I tried to raise my concerns with a so-called manager named Scott, but he was completely unprofessional. He called me from an unknown number, wouldn’t let me finish a sentence, and threatened to hang up on me when I tried to explain the damage that occurred while my car was in their care.
The whole operation seems shady, and based on my experience and what others have said, it’s pretty clear this company is involved in predatory, illegal practices. If you’ve had a similar experience, feel free to reach out I’m seriously considering organizing a class action lawsuit so this company can finally be held accountable.
They deserve to face consequences for the way they treat people.May 30, 2025 -
I don’t know how this company is operating legally. My car was towed from my apartment because I accidentally took the pass off overnight. Retrieving it was a nightmare they don’t have an actual office it’s all “appointment only” they basically hold your car hostage. I had made an “appointment” and waited 2 hours at a sketchy parking lot with no actual vehicles hoping that someone would show up with my car. They only have one number to call and the person answering is extremely rude and adds fees as they see fit. At first was told $400 then called again and it was magically $450 I told them the previous person which I’m pretty sure was the same person told me $400 and they say either pay the $450 or don’t get your car back. Not to mentions it’s cash only so I had to meet a random person on the middle of the night in a sketchy parking lot to retrieve my car. Eventually some really creepy guy showed up with my car took my money took some pictures on his phone and gave me my car back no receipt or paperwork or anything. When I asked him for one he told me to call the number and request one. What proof do they have that I even or that a transaction even occurred very scary feel extremely sorry for anyone who has to deal with this company!

Cash only is your first red flag. Appointment only to pick up a towed vehicle. $450 is gonna be your minimum.

I believe this company may be illegally towing cars from private parking lots.
My child's car was towed from Pioneer Ridge Apartments, where they are a resident! When we went to pick up the car, we asked for "Signed Proof of Authorization" from the complex, allowing/requesting the tow. Management told them they had to park in visitor's parking until they gave them their permanent pass. The complex has no reasonable excuse to allow for that car to be towed. Troy refused and forced us to pay the fee, stating it was in our best interest because it would be more expensive if we waited 2 days for the proof and told us to come back later for it. I felt bullied into paying and uneasy that the document wasn't readily available. Oregon State Law states that they are required to provide you a copy of that Authorization upon request free of charge. It must be signed by the parking lot owner AT THE TIME OF TOW! You have 2 years to request this document. They are required by law to keep it on file for that amount of time.
SECOND: They only accept cash for "some contracts." We brought $460 but only owed $450 and gave it to Troy. When we asked for a receipt for proof of overpayment, they stated it was only available electronically. How convenient, our receipt we received several minutes after leaving the yard only shows they collected $450 from us. Oregon Law also states that if the establishment only takes cash, they MUST give you exact change within 24 hours of the next business day.
THIRD: One cannot park a tow vehicle within 1,000 feet of a parking facility for the purpose of monitoring the parking facility for towing business.
FOURTH: They legally have to provide at least one picture of your violation.
We will be contacting the Oregon Department of Justice/Oregon Towing Board and the Oregon Housing Authority. There is something going on between these towing companies and these apartment complexes. Residents shouldn't be in fear of parking at home, and the financial burden can be devastating to some!Dec 27, 2024 -
My car was towed out of my apartment complex when I have always had a parking permit on my rear view mirror. They sent my management a picture of my mirror with no permit. When I picked my car up it was on my passenger floor board. I know for a fact it didn't just fall off. I hate to admit that I occasionally leave my doors unlocked and after reading reviews I'm pretty certain they unlawfully entered my vehicle and took the it off. Snakes

Tried to tow my car out of my own apartment complex because I, a new tenant didn’t put my parking pass up quick enough. Vultures that just want money.. drop fees don’t exist you might as well call a spade a spade.. it’s a bribe don’t pay it yall

I would give zero stars if that was an option. I have been parking my vehicle in the same lot at my apartment complex for over a year now, and my permit was absolutely visible through my front dash and they still towed it. Picked it up the same day and had to pay $400. The tow truck driver just parks in the lot at night and waits for any car to tow...I included a picture of the tow truck parked in a spot he's not even supposed to even be in. And apparently they just pick one steal on slow nights. Reading the reviews, it's obvious that theft is a common issue with this company and that they will just take whatever vehicle they feel like, without cause, because they are desperate to make a quick buck. How could you stand to look at yourself in the mirror with that low of morals? Pathetic.

This company towed my truck while having a parking pass. I called them as I saw my truck leaving the parking lot and said "Hey drop that back off"
The lady on the phone said "it's already on our lot" after giving her the make, model and license plate number. How did you get 30 minutes away as I'm WATCHING the driver take off?
Meanwhile it's only by appointment because they're so poor you can't afford a receptionist for minimum wage.
I'm currently sitting in the parking lot with two valid passes (one temp, one permanent) and a towed truck they're asking for $500. I paid less to have it towed 100 miles away. They're milking me.
This is by far the worst company I've ever had to deal with and I hope they all find some morals. I met a single mom of 3 that had hers towed, with a permanent pass that night, that had no idea how she was gonna pay to get her van back. You guys are worthlessAug 17, 2024 -
They only accept cash, they give NO CHANGE. Exact amount ONLY. They have NO "open hours". You are required to give them notice of your wish to pick up your towed vehicle one hour before you will be there. If you get there faster plan to wait for them to arrive at least one hour from when you called. They charge $50 a day if like most people you can't withdraw $700 from your ATM and don't have it laying around your house!
We arrived on time and had to wait. We couldn't tell which section of the bldg. (with multiple tenants) was Riverside. Their office is on the right when you first enter the parking lot. It's the one with bars on the window. In fact I think it's the ONLY one with bars on their window.
When we called their phone number to ask where their office was in the complex, we had to identify ourselves as individuals with an appointment to pickup our truck, give them our appointment time, the last 6 numbers of our VIN and THEN they told us #1 the bldg. Letter (I believe it was D) and #2 that the person who was to meet us was 20 minutes away. When he arrived he didn't even open the door to the office. The transaction took place outside. He gave me a receipt that showed the amount he received but no breakdown of the charges.
There's some really sketchy about the place. Definitely not the usual tow yard.Jul 31, 2024 -
straight up just looking to come up 450$ the price is absolutely absurd. i was nice the entire time but of course everyone was unprofessional and rude. got towed in an apartment complex when i was parked in a visitors area was only there for 2 hours came back car was gone no photos were shown for proof. tried to go pick up my car the same night and they didn’t mention i needed my title as if i wanted to pay 450 for someone’s else’s car that i had the keys, license plate, and insurance to but no obviously im trying to steal this car that belongs to me no one at this company has class in distraught how this company is in buisness all scammers

River City Recovery is owned by Elite Towing. Apparently in order to get on the list to get police and insurance calls for tows you need to have 2 companies. So Elite Towing bought River City Recovery. Elite does police and insurance tows and River City does apartment tows. The tow guy admitted that River City is a predatory tow company and that's why they do apartment tows only. Elite Towing has great reviews because they don't do apartment tows, but they are the same predatory company. Beware!

One of our cars got towed from our apartment lot despite it having a permit sticker and being between the lines. When asked why it was towed, they said it was for “double parking” and refused to send photos for proof. When getting the car back, we once again asked why it was towed and for them to explain how it was double parking and then we were told to our faces that they didn’t know how it was double parking. We then reached out to our apartment complex for an explanation and were told that River City told them how our car was parked, a car on the direct left side would not have been able to get out of its spot. This is mind blowing as our other car was parked directly to the left and was able to get out with ease. Seems like maybe some rent or cell phone bill must have been due because River City just looking for a quick $400.

This company needs to be put out of business. My car was literally running and they towed it. Then charged me $450 for 10 mins! I went to pick it up the same night and was made to wait an hour! This is a company of scammers and should be shut down immediately. It's disgusting the lack of professionalism this company has.

This company towed a car that belonged to my friend without cause. He lives in an apartment complex and was parked in a numbered parking spot. As per the complex rules. They towed his car just because they could. Had to pay $500 to release the vehicle.

Parked my car in my own apartment community and they towed it overnight. $450 for not even 24 hours of them having my vehicle. People make sure you always have proof of ownership OUTSIDE of your vehicle so you can show them when you arrive to pick up your car. Don't be late to your pickup appointment or they can charge you a fee. Also, if you don't have proof of ownership outside of your car, say that you have medication in your glove box so you can grab your "medicine" and just grab the title and say you guess your meds aren't in there. Towing companies are the worst. Always taking advantage of people. Also ask for an itemized receipt and photo proof of tow to see if you can fight the charge later!!!

They are the reason why I will not be renewing my lease at my apartment and why people never want to park at my complex. Two times in a row, different cars, predatory towing, both guests had passes in uncovered spots, as instructed by leasing office. Absolute nonsense- they demanded $450 cash, for literally no reason. This is theft, this is against violations and if things do not clear up soon I will be pursuing legal action. Thanks.

They towed my vehicle and as others have indicated, they did so illegally. There are laws...I filed a complaint with Oregon's Consumer Protection Agency and the City of Portland.....I also was very clear with River City with all the ways they had towed my car illegally. They ended up towing my vehicle back to where it had been towed from at no cost to me...they can be fined up to $750 for an illegal tow. There are ways to fight injustice rather than just writing a bad review and calling them predatory....it was a vehicle I don't typically drive so it wasn't an urgent matter. I realize not everybody has the luxury of time, but rather than just pay what they are asking and complain....fight back. If they are in the wrong, they are in the wrong.

These people are the worst. I was parked for maybe an hour at my friends apartment I stayed longer than anticipated. When I called the lady on the phone had to call me back because suspiciously her computer wasn’t working. They towed my car and made me pay 450 cash. The lady on the phone never said to me that it was cash and this happened at 10 almost 11 pm the day before thanksgiving. 11/23/22 And when I read my receipt they said I got my car at 1:20am 11/24/22 when that is a compete lie. These people are horrible and deserve to be shut down. They screw people over big time!!

Update: The guy releasing my truck was very nice and understanding.
Very unprofessional. The woman working the phone was very rude and had an attitude as if it wasn’t her job to answer the phone and accommodate people… The prices changed three different times within the 8 hours that I called them! I asked if the prices would change and she said no, I check back in later as in five minutes away from the building to be told that the price was increased because of the holiday… it makes sense but why not say that in the beginning? Especially when I asked and was assured that it wouldn’t change. It’s rude and inconsiderate. Just because they’re towing cars doesn’t give them power over all or the need to be disrespectful to their customers. I also notice they only respond to positive feedback Sounds about right to me. I will be updating if I find any new damages on my car.Mar 01, 2022 -
Preadatory as they come. Towed my vehicle from a lot that it is adjacent to the business I was patronizing. No discernible barrier between the two lots. Signage only found on LIVE trees (purposefully inconspicuous and damaging to the trees) under branches at the furthest corners of the lot and nowhere near where I entered the lot. Charged $450 to release vehicle after only towing it 4.9 miles, 2 days before Christmas.

These people are total scammers. I made a mistake of leaving my car in someone's parking spot at the apartment complex. My fault. I didn't realize. But they didn't even have my car for two hours and charged me $380. When I got there, the guy didn't even give me a receipt. It was very sketchy. They only take cash and probably don't even deal with taxes. Probably work under the table. Awful place.

My car got towed from what was previously the Elk Rock public parking lot and now is private. I was not aware of this but even looked for no parking signs when I arrived just in case and found none visible. When I got back my car was gone along with many other people's and when I called they gave me an address and said I had to bring $480 in cash to get my car back. A friend and I collectively got that amount from an ATM and went to the location where I called again and they told me I had failed to make an appointment (I'd never been told to) and that it could take up to an hour for someone to arrive and that now it was $485! Terrible customer service, inconsistent and unorganized and criminal charges. $485 for being towed 15 minutes and sitting in their sketchy parking lot for two hours!! This is a predatory company that will not put up visible signs so that you park and they can make $$. They probably made over $2000 that afternoon. Pretty disgusting to take advantage of people that way.

My car was towed from a parking lot today which had no visible signage stating I was not supposed to be there. Once realizing my car was gone, i had to find a sign hidden behind about 30 feet of fenced off construction equipment so I could call the company. It should not be that hard to find the NO PARKING signs...The woman who answered repeatedly hung up on me and refused to tell me where my car was. She also told me it would cost $485 to get it, cash only. After stranding me and my dog, forcing me to drive 30 minutes out of town to a shady parking lot, they had the audacity to be late!!! This is truly criminal behavior and should not be allowed by law. We are in the middle of a global pandemic, my job has been compromised, i am literally living off of next to nothing and my car is absolutely vital, and i certainly cannot afford to give these thieves $485 right now.
